Binh Dinh Provincial People’s Committee on June 15 issued the child protection program for the 2011-2015 period, focusing on building a healthy and safe environment for children, preventing, minimizing, and eliminating all risks of harming children, reducing the child abuses, and helping them re-integrate in the community and have equal chances in development.
The child protection and education has gained many considerable achievements after 10 years of implementing the “Action for Children” program (2001-2010). However, the targets of building entertainment venues for children and protecting underprivileged children haven’t been met.
At present, the province is seeing more than 22,800 underprivileged children, let alone thousands of other kids who face different problems. They have a high risk of vulnerability.
A total of over VND36 billion will be invested in the newly-issued child protection program which includes four projects.
The propagation project aims to raise the awareness of 90 percent of families, schools, and communities about the child protection. Communication campaigns are expected to be annually held to change the society’s behavior over the issue.
The capacity building project focuses on those who are in charge of child protection-related issues. Under the project, 100 percent of the staff and volunteers at all levels will be trained to improve their capacity in child protection.
The third project sees the development of services for child protection. Accordingly, two centers for children will be built and there will be two consultant offices for children by 2013. Also, 100 percent of communes in two communes or Quy Nhon city will see the establishment of child protection board and public consultant services for children.
The last one is to propose the community-based assistance for underprivileged children. It is expected to help 80 percent of disabled children access services for healthcare, orthopedics and rehabilitation. In addition, the number of children who are sexually or violently abused will be minimized and the rate of homeless kids and juvenile delinquency will also be reduced.
The program is also aimed at supporting the rehabilitation-related activities in two centers for the community-based rehabilitation for children in districts of Hoai An and Phu Cat as well as helping orphans, homeless and disabled children.
