Better policies required for highly-qualified teachers

Improving qualifications for teachers is one of targets of the education and training sector. However, it’s necessary to promulgate better incentive policies to encourage teachers to attend graduate courses.

The number of high school teachers having M.A degree has considerably increased in recent years. Le Quy Don high school for gifted students sees 20 teachers with MA degree and 3 who are attending graduate courses in the 2011-2012 academic year.

According to the statistics released by the Department of Education and Training’s professional education office, 18 teachers registered to attend MA courses in 2008 and the figures were 55 and 25 in 2009 and 2010 respectively, let alone the number of teachers attending MA courses with self-support.

Teachers who have MA degree clearly showed improvements in teaching, according the headmaster of Van Canh boarding school for ethnic minority students, Huynh Thi Thu Cuc. The school will assign its young teachers to attend MA courses in the coming time.

The increase of the rate of teachers having MA degree ensures the sector’s development goal. High schools, particularly schools for gifted students, always create the best conditions for their teachers to continue studying.

Binh Dinh People’s Committee promulgated some policies supporting teachers studying MA courses. Teachers who register to join MA course will be monthly supported with VND500,000 and VND700,000. Those who have MA degree will receive the financial assistance of VND15 million.

After three years of implementing the policies, the Department of Education and Training asked the provincial People’s Committee to adjust the policies, aiming to increase the financial support for teachers who want to get MA degree.

In reality, teachers joining MA courses have to face different fees which are often listed in the incentive policies. They thus face many difficulties, particularly those who work at semi-State and private schools. This partly makes the number of teachers with MA degree fall short of expectations.
