In August 1930, the Cuu Loi Party cell was born at house of Mr. Ton Chat in Cuu Loi hamlet, Tam Quan commune (present Tam Quan Nam commune). It had 5 members at that time and was led by Mr. Nguyen Tran.

* In the same day, Mr. Le Huu Loc – Deputy Secretary of Binh Dinh’s Provincial Party Committee, Chairman of the Provincial People’s Committee; Mr. Le Kim Toan, Head of Binh Dinh Provincial Department of Propaganda and Training; leaders of Party Building Departments under the Provincial Party Committee; leaders of An Nhon town visited historical revolution vestige Hong Linh Party cell at Nhon My commune, An Nhon district.

At the commemorative house of Hong Linh Party cell, the delegation offered incenses and flowers in memory of veteran revolutionists and toured around the house. Writing in the visitors’ book at the house, Chairman Le Huu Loc stated that the Party, the government and people at Binh Dinh were always grateful to the very first Party members of Hong Linh Party cell.

After the revolutionary high tide 1930-1931, the first Party cells which had been established in 1930 were broke down because of enemy’s suppression. From 1932-1935, the revolution movement in Binh Dinh suffered losses. The Hong Linh Party Cell was founded on October 20, 1936 by Mr. Huynh Dang Tho at Nhon My commune and then expanded its activities to other communes of 3 districts of An Nhon, Tay Son and Phu Cat. The Party cell’s establishment significantly helped to rebuild the Party network and revive the revolution movement in the province during 1936-1939.
